1. Introduction to the Vice President for Public Relations and International Affairs::

The Vice President for Public Relations and International Affairs of the "Afghanistan International Online Academy" (AIOAC) is responsible for planning activities, monitoring international developments and actions, and aligning the Academy's actions in various sectors—from attracting support from international organizations to expanding scientific-international collaborations, enhancing the institution's international standing, and establishing the Academy's international brand.

In the area of policy-making, the Strategic Council for International Affairs of the Afghanistan International Online Academy is responsible for determining the Academy's general policies in international affairs.

2. Appointment::

The Vice President for Public Relations and International Affairs is selected for a term of one year by the Board of Founders based on the recommendation of the AIOAC's Director-General. This term is renewable at the discretion of the Board of Founders.

3. Duties and Responsibilities of the Vice President for Public Relations and International Affairs of AIOAC::

1. Communicating all approvals, regulations, and bylaws issued by the AIOAC Director-General to the relevant units, and following up on and overseeing their proper implementation.

2. Developing bylaws, guidelines, and agendas related to the duties of the Vice President for submission to the appropriate authorities for approval.

3. Providing necessary explanatory reports to the AIOAC Director-General regarding the duties related to the supervised units.

4. Recommending qualified individuals for management positions within the Vice President's area to the AIOAC Director-General.

5. Overseeing subordinate units to ensure the proper performance of their duties.

6. Planning and organizing the Vice President's activities in accordance with the strategic priorities of AIOAC.

7. Cooperating with other AIOAC departments for the proper implementation of programs.

8. Developing AIOAC's collaborations inside and outside the country in the areas of attracting financial, educational, research, and cultural exchange support.

9. Organizing conferences, workshops, and educational and research gatherings in cooperation with the Vice President for Cultural, Research, and Scientific Affairs of the Afghanistan International Online University (AIOU).

10. Striving to identify figures and academic centers inside and outside the country.

11. Announcing courses, exhibitions, and all scientific and international gatherings, and studying and reviewing relevant foreign publications.

12. Providing the necessary facilities for the participation of selected AIOAC representatives in scientific and international forums and gatherings, and AIOAC membership in relevant forums.

13. Preparing the groundwork for sending faculty members abroad to use scholarships or study or participate in conferences.

14. Attracting financial support from international organizations to enhance AIOAC's programs.

Missions of the Strategic Council for International Affairs:

1. Policy-making and development of the international relations strategy of the "Afghanistan International Online Academy (AIOAC)" and the development of scientific and international collaborations.

2. Policy-making and development of a strategy for the quantitative and qualitative development of AIOAC's international affairs.

3. Policy-making and development of a strategy to enhance AIOAC's international standing.

4. Developing programs to coordinate AIOAC's components in international affairs.

5. Meetings of this Council are held twice a year.

The members of this council (the Director-General of AIOAC, the University President, the Vice President for Public Relations and International Affairs, the Director-General of Planning, and 4 individuals recommended by the Vice President for Public Relations and International Affairs and approved by the Director-General of the Academy) are selected.

On Friday, 11 Mizan (Mehr) 1404, the first meeting of the Strategic Council for the Development of International Affairs of the Deputy for International Affairs of AIOA was convened with the participation of the Council members.

Council Members:

1. Professor Abdul Rahim Assadi – President General of AIOA

2. Dr. Ahmad Saadat – President of AIOU

3. Hamidullah Mofid – Deputy for Public Relations and International Affairs, AIOA

4. Dr. Suraya Dalil – Former Minister of Public Health; Senior Expert, World Health Organization (WHO)

5. Dr. Abdul Razzaq Luqman – Member of the Jurists of the Organization of Islamic Cooperation (OIC)

6. Dr. Najib Dost – Senior Strategy Expert, Center for Financial Development (CDF)

7. Eng. Ghulam Mohammad Fida – President General of AEBT

The meeting commenced in accordance with the agenda under the chairmanship of Dr. Hamidullah Mofid, Deputy for Public Relations and International Affairs.

استاد عبدالرحیم اسدی، ضمن خوش‌آمدگویی به حضار، به اهمیت علم‌آموزی بدون در نظر گرفتن جنسیت در اسلام با استناد به آیات و روایات نبوی اشاره کرده و اذعان نمودند: “تحصیل بانوان به معنای تحصیل جامعه است.” ایشان همچنین به برنامه‌های آموزشی، اداری و فرهنگی، و دستاوردهایی چون 24 تفاهم‌نامه همکاری با نهادهای بین‌المللی، نشریه علمی مطالعات زنان و همایش بین‌المللی آموزش مجازی، و نیازمندی‌های مهم آکادمی اشاره کرده و به طرح موضوع جلسه، برنامه‌های راهبردی و توسعه‌ی آکادمی پرداختند.

Dr. Ahmad Saadat, President of the Afghanistan International Online University, emphasized the importance of the University’s educational and administrative activities aimed at addressing women’s educational deprivation. In line with the agenda, he underlined the significance of introducing the Academy’s programs to international forums and fostering constructive scientific and research interactions as among the Council’s duties and missions.

داکتر ثریا دلیل، وزیر اسبق صحت عامه افغانستان، ضمن تبریک به خاطر فعالیت‌های ارزشمند آکادمی در جهت ارتقای آگاهی و علمی زنان افغانستان، بر اهمیت بهره‌گیری از مؤلفه‌های (کرامت انسانی، زنان، محیط زیست و …) در تعاملات بین‌المللی و تقویت جایگاه علمی تأکید کردند.

Eng. Ghulam Mohammad Fida stressed the necessity of ensuring long-term financial support and strengthening scientific resources.

Dr. Seyed Abdul Razzaq Luqman also emphasized the value of the Academy’s activities under the current circumstances and the importance of international engagement.

Summary and Resolutions:

At the conclusion of the meeting, following discussion and exchange of views on the agenda, Professor Abdul Rahim Assadi, President General, presented the following conclusions and resolutions:

1. Preparation of the Strategic Regulation and Development Plan for International Affairs by the Deputy for International Affairs, in alignment with the Academy’s strategic plan and the components discussed in the meeting, with a focus on the following key points:
